2007 Canarsie Football League Rules

 

  1. We will run the league using NFL season stock teams from 1970-74.

  2. There will be 12 teams (6 from each conference) participating.  1 from each franchise.  No divisions

  3. We will draft new teams (based on theme) using a lottery system for non-playoff teams and order of finish for playoff teams.  All expansion franchises will draft after all previous participants pick.

  4. We will play a balanced schedule where each team will play 1 home game and 1 road game vs each conference opponent and 2 out of conference games, 1 home and 1 road.

  5. PLAYOFFS:  Each Conference will have 3 teams qualify for the playoffs.  The top team will receive  a bye.  Teams seeded 2/3 will have a Wild Card play in game.

  6. The Championship game will be played at a neutral site (Tulane Stadium, New Orleans).  All NFL playoff tie breakers will be used if needed to see who qualifies for the post season.

  7. Injuries will be controlled by the game engine.

  8. If a player can not make his game, a proxy coach can be elected by the league to cover for that player.  A proxy coach must not be from the same conference as the team needing coverage.

  9. If both players can not play the game will be "simmed" by the league.

  10. Coaches who miss more than 2 consecutive games or 3 games in a 4 week period will be removed from the league and replaced, unless a temporary sub coach has been arranged due to family, work or health concerns.  Subs can be picked from the league coaching roster or outside the roster with the commissioner approval.  Due to ensure competitiveness during the final weeks of the season (10-12) the commissioner can send out a blanket e-mail requesting that he appoint all sub coaches.

  11. All coaches must have AIM screen names and access.

  12. GAME REPORTING:  All game reports are due at 11:59 pm EST the night of the announced weekly deadline, and should be reported to the CFL Google newsgroup. Each owner is responsible to see that his game results & stats are reported on time on a weekly basis. If an owner should fall behind in the playing and/or reporting of his games and/or stats to a point where the Commissioner should doubt his ability to finish the season that owner can and will be replaced. Constant missing of deadlines is cause for removal from the CFL without any notice.  Games can also be uploaded to the Google Group File Area.

  13. SCHEDULING GAMES:  The most important factor in a successful league deals with scheduling games.  If we follow the proper procedure games will be scheduled in a timely manner and the season will complete on time.  Failure to contact your opponent or the league is a sign of disrespect for both.  Treat others the same way you would expect to be treated.  Do not wait until the last minute.  Below is a step by step way of following our scheduling procedure:

  1.             Upon release of each week's new league file the HOME TEAM has 48 hours to contact their opponent (ROAD TEAM) and cc: the league.  Your original e-mail is called your PROOF OF CONTACT (POC).  It is important to have this.  Do not rely on your opponent being on AIM as a way of scheduling.  Use e-mail, so you have proof that you followed the proper procedures.  A list of all coaches e-mail's and AIM's can be found on the league website.

  2.             The HOME TEAM must E-mail their opponent their availability for the whole week.  List it day by day, so they have many options to play.  Let them know what time is the best possible one for you.

  3.             The ROAD TEAM must respond to their opponents list of availability by choosing a date/time that works best for them from the list their opponent has already presented.  Send this response to both your opponent and the league.  It is important to have a concrete date and time set.  It is not acceptable to say, "Wed nite anytime is good".  This is too vague and leads to no shows or confusion.  A proper response would be:  "Wed nite at 8:30pm EST...my AIM is xxxxxx".

  4.             League files will be released Monday morning.  If the ROAD TEAM hasn't received a response from their opponent (HOME TEAM) by Tuesday at 11:59pm EST, you must contact the league to mediate.

  5.             Once a time has been mutually agreed upon by both teams, the HOME TEAM must forward this info to the league to be posted on the league calendar, which will show when games are scheduled.  Automated reminders will be sent out from this calendar for those who are forgetful.

  6.             ROAD TEAM  hosts unless there are hosting issues or there is a mutual agreement between opponents that the home team will host.

  7.             NO SHOWS:  It is incumbent on all of us to respect each other's calendar.  We will have a 20 minute grace period for lateness.  If a game is scheduled for 8pm both opponents should show up no later than 8:20pm.  Both opponents should try to get there at least 10 minutes earlier, so that all online logistics can be ironed out and game time can be at the exact scheduled time.

  8.             NO SHOWS RESOLUTION:  This is up to the coach who has been "stood up".  He can choose to reschedule (if possible) or play against a sub.  Please contact the league to arrange a sub.

  9.             Any game file not submitted by Sunday night at 11:59pm EST will be "simmed".  With 7 days to play games we should not have to approach the deadline or expect any extensions.  Special "holiday week" exceptions might occur.  The league will announce those before hand.

14. PENALTIES:  All Coaches are expected to meet league deadlines established by the League Office. Penalties shall be given on the following basis: first offense in any season will result in a draft position drop of one place. The second offense will result in an additional 2 positions dropped. The 3rd offense will result in the removal of team ownership from the offending coach and banishment from the league.  If an owner is removed from the league for being habitually late, or for any other reason, his fines will be deleted and not be passed on to the new owner. An exemption from any penalties can be granted by the League Office, but will be issued very sparingly if at all, and only in case of extreme emergencies.

15. CONFLICT RESOLUTION:  We are all human, and because we are human conflicts or disagreements will arise.  A team of 3 league members (Marc Weiss/Howard Fortel/Bill Keller) will vote to resolve an conflicts not specifically covered by our Rules Charter.  If for any reason the conflict involves 1 or 2 of these three they will be replaced on the committee by the next senior member of the league.

 

RULES ADDENDUM:

 

4th Down Rules

  1. You can NOT go for it on 4th down if you are inside of your 40 yard line (1 yard line - 39 yard line) unless:
  1. There is 10 minutes or less left in the game
  2. Your team is down by 21 or more points at any time during the game

Failure to follow the 4th down rule results in the following:

2 Back / FB Rule

  1. You can not run a 3 RB set at anytime, since this was not used during the Super Bowl Era
  2. You can have 1 or 2 RB's in your backfield
  3. If you have 2 RB's one MUST be a FB if your team is post 1985.
  4. Pre-1985 teams typically had 2 RB's that would share the load to some extent.  Post '85 backfields typically had a running back (RB) and Blocking back (FB).
  5. If your FB is injured and you want to run a 2 RB backfield you can use the lowest CG rated RB on your roster until the FB is eligible to return

    Failure to follow this rule results in the following:

QB Usage Rule

  1. SAT will chose your QB based on real life starts / injuries.  You can not replace the original starter unless the conditions from clause II (below) are met.
  2. In the event that your starter is performing poorly we should all have the right to switch just like coaches do in real life. Since there is no way to simulate when this point should occur I'm going to use the following criteria as a benchmark for when a QB is deemed ineffective (see below)
  3. If the above criteria has been met you can then sub in your #2 QB (based on # of attempts). The #2 QB will then remain in the game unless an injury occurs.  #3 or #4 QB's are considered emergency use QB's and can only play in the event that your #'s 1 and 2 are injured.
  4. The backup QB can not enter the game to be used as a runner on the first 2 plays after replacing your original QB.  A QB scramble chose by the computer off a pass play is totally acceptable.  Running a QB Draw or Run are not.
  5. Once the starter is healthy (in game) he must replace the original QB back in.

Ineffective QB Criteria:

  1. Your team is down by 21 or more points in the 2nd half
  2. You are in the second half and your QB has not completed more than 45% of his passes
  3. You are in the second half and your QB has thrown 3 or more INT's

Seldom Used RB Usage Rule

  1. Applies to any RB who has a CG of less than 4 per game (unless a FB).
  2.  This rule is to prevent these seldom used guys from being inserted in key situations, which they were not used in during real life.
  3. This RB type can not be inserted in specifically for 3rd or 4th down plays. He must be inserted only for 1st or 2nd down situations and can remain in the game for subsequent plays.
  4. Exceptions are if the starting RB's are out due to injury.
